AAHomecare Submits Comments on Bidding Supplier Standards
Alexandria, Va. The American Association for Homecare has submitted comments to the Health Care Financing Administration on the proposed supplier standards for the second competitive bidding demonstration project, to be held in San Antonio beginning Jan. 1, 2001. AAHomecare's comments include the following:
* The definition of "financially sound" suppliers is vague and unenforceable.
* The requirement that suppliers provide accurate "diagnostic" information on claims must be clarified, given federal statute prohibitions to that effect.
* The terms "qualified staff," "clean, maintain, repair and otherwise service," and "appropriate infection control procedures" lack definition and ar e therefore inoperable and unenforceable.
* HCFA should consider a requirement that winning bidders have a valid corporate compliance plan in place and that they keep beneficiary medical records in confidence.
* In the home oxygen therapy standard, "follow-up as needed" must be clarified.
* Contrary to what the standards imply, physicians-not suppliers-select oxygen equipment provided to patients.
* HCFA must define the term "fits properly" in the standards regarding wheelchairs and accessories.
* HCFA should consider requiring certification for suppliers' employees who fit seating and positioning devices.
* HCFA should consider requiring patient evaluations by physical and occupational therapists before wheelchairs are furnished.
* The standards regarding how suppliers choose nebulizer medications are objectionable given that suppliers are expressly forbidden to bill prescription drugs not prescribed by a doctor.
* HCFA should consider a requirement that suppliers be certified to fit orthotic devices.
Expressing concern about how HCFA has disseminated the proposed standards, AAHomecare requested that they be published in the Federal Register with a comment period of no less than 30 days. To obtain a copy of the standards, go to HCFA's Web site at www.hcfa.gov. -R.P.
